U.S.-China JCCT Information Industry Working Group (IIWG)

On March 11, Commerce hosted a signing ceremony for the U.S.-China JCCT Information Industry Working Group (IIWG) in which Mary Saunders, Principal Deputy Assistant Secretary for Manufacturing and Services, and Chen Yin, Director-General of China’s Ministry of Industry and Information Technology (MIIT) International Cooperation Department, signed the IIWG 2010 Work Plan.

The cooperative activities in this year’s work plan, designed to complement and support potential JCCT deliverables or outcomes on the major issues for the Information and Communications Technology (ICT) sector, include
  • a conformity assessment seminar related to the type approval process for telecommunications equipment, in Beijing in May;
  • meetings between experts on spectrum policy and telecom regulation later this year; and
  • two “Green ICT” events later this year at SinoCES in Quingdao, China and in Washington, DC.

The ceremony was held in front of an audience of U.S. and Chinese companies who were also participants in an industry roundtable held after the signing. This event featured presentations from ZTE and AT&T, on the subjects of the convergence of the LTE and WiMAX wireless standards and the policy implications of health IT, respectively.

In one form or another, the working group for this sector has roots going back to 1994. Commerce also hosted a government-only IIWG meeting in the morning between MIIT and the USG delegation (led by PDAS Saunders, and including USTR, NTIA, State, other offices from ITA, and the FCC) covering the topics of conformity assessment, telecom licensing, the draft Telecom Law, indigenous innovation, and promoting Green ICT.
