Appendix A: Porter Model: Five Forces Analysis of Industry


NEW SUBSTITUTES
Currently, the private sector adopts end-of-pipe solutions. A rising trend is waste minimization, pollution prevention, and “clean technology,” which will make greater inroads over the next five years.

SUPPLIERS
Approximately 80-95 percent of equipment comes from domestic suppliers. They have market knowledge and above all, market presence necessary for the short time frame for most bidding processes. The power of domestic suppliers is decreasing as both state expenditures within the environmental sector decreases (the government cannot afford it) and as the presence of international players accelerates.

BUYERS
Private-sector buyer power is increasing due to a greater choice in products and services with the opening of the economy. Regional and municipal projects are increasing in number and importance, relative to total federal spending. A squeeze in financing availability has resulted in a demand for a package product, including equipment supply, servicing, and financing.

NEW ENTRY
International players are entering the market through consortia with domestic companies. Presence has been strong by the French, British, and Japanese, due to the trade promotion and in-country presence.
New substitutes, suppliers, buyers and new entrants create a market which can be summed up as the following:

INDUSTRY COMPETITIVE SITUATION
Total industry: $2.5 billion. Growth of between 5 and 10 percent per year. Brazilian equipment supply is modern, meeting world standards, with the exception of cutting edge technology. Consulting services are fragmented, but growing. Medium term perspectives are good, however the industry will consolidate over the next ten years. International players have the added strength of a solid financial backing and operational experience, which becomes a critical success factor. Competitors which predominately relied on government work are at a loss with the reduction in government spending.
