The Environmental Council of the States (ECOS) is to improve the environment of the United States by providing for the exchange of ideas, views, and experiences among the states; fostering cooperation and coordination in environmental management; and articulating state positions to Congress and the U.S. Environmental Protection Agency (EPA) on environmental issues.

The Environmental Export Council (EEC) promotes the exports of U.S. environmental goods and services. Mission of Organization
The Environmental Industry Associations (EIA) is the national trade association for the waste services and equipment manufacturing and distribution industries. It is made up of three component associations: the National Solid Wastes Management Association, Waste Equipment Technology Association, and Hazardous Waste Management Association.

Export Promotion Activities
EIA supports member marketing efforts primarily through WasteExpo, the largest exposition and conference for the waste services and equipment industries in North America. WasteExpo is an annual event attended by 13,000-14,000 people, including more than 1,200 international visitors from some 75 countries. WasteExpo features more than 550 exhibitors, a conference session that includes seminars on international marketing and related issues, facility tours, an international reception, hospitality suites and other activities. WasteExpo will be held June 8-11, 1998 in Chicago; June 7-11, 1999 in Dallas; May 15-19, 2000 in Atlanta. EIA also has several dozen international members.

Mission of Organization
The mission of the Environmental Technologies Exports (ETE) office is to facilitate and increase exports of environmental technologies (goods and services) by providing support and guidance to U.S. exporters. ETE is achieving this goal through initiatives to expand partnerships with the private sector, enhance trade promotion and business development activities, and increase the flow of information on specific commercial opportunities in the sector.

Export Promotion Activities
ETE acts as a one-stop shop for information on the U.S. Government agencies involved in the promotion of U.S. environmental exports. The office prepares and distributes an extensive array of market research (see "Publications" below). ETE works closely with its advisory committee, the Environmental Technologies Trade Advisory Committee, which provides input and advice to the government agencies on their trade promotion activities. ETE also cochairs, along with U.S. Environmental Protection Agency, the Environmental Technologies Working Group, which coordinates trade promotion activities of the various U.S. Government agencies.

The Institute of Clean Air Companies, Inc. (ICAC) is a trade association of companies that supply air pollution control and monitoring technology. The ICAC's mission is to advance the common business interests of its members. Mission of Organization
The Integrated Waste Services Association (IWSA), the leading trade group for the waste-to-energy industry, promotes integrated solutions to municipal solid waste management problems. IWSA members include companies that design, construct, own, and operate waste-to-energy facilities. The National Association of State Development Agencies (NASDA) provides a forum for directors of state economic development agencies to exchange information, compare programs, and establish an organizational base from which to approach the federal government. The association's international division has become one of NASDA’s most active divisions.

NASDA's International Division has an annual workshop that provides NASDA members the opportunity to gather in one location to discuss matters of interest. A volunteer International Advisory Committee meets to discuss issues such as program evaluation, federal promotion programs, national collaboration on trade, overseas offices, etc. NASDA conducts two annual International Trade Specialist Training Programs in Arizona in conjunction with the American Graduate School of International Management. The directors of state export finance offices comprise an Export Finance Task Force which holds an annual gathering for members to share experiences. NASDA produces several publications, including a biennial report covering state international trade development programs. The State Export Program Database (SEPD) includes in-depth analysis on a broad range of state trade activities, covering targeted industries and overseas markets, counseling services, trade leads, export finance programs and overseas offices. Since 1992, NASDA has managed a matching grant program with funding provided from the US Agency for International Development (USAID) through the US-Asia Environmental Partnerships (US-AEP).

In 1995, NASDA began working with the Environmental Export Council (EEC) on a matching grant program with funds provided by the USAID. This program, similar to the US-AEP program, assists small-to-medium sized companies in their initial efforts to penetrate the markets of Latin America.

In 1996, NASDA began working with the U.S. Environmental Protection Agency on a program to address critical environmental needs in China and South Africa. The U.S. and Foreign Commercial Service (Commercial Service) supports U.S. commercial interests internationally and helps companies increase sales and market share. The Commercial Service promotes the export of U.S. goods and services; assists U.S. firms in realizing their export potential by providing counseling and advice, information on overseas markets, international contracts, and trade promotion; and supports the export promotion efforts of other public and private organizations, creating a full-service export development infrastructure.

Export Promotion Activities
The Commercial Service maintains a global network of offices staffed with trade specialists that work directly with U.S. exporters. This service delivery network has offices in 141 cities in the United States and 76 countries, with overseas staff typically located in U.S. embassies and consulates, and U.S. Commercial Centers. The domestic network includes 19 central Export Assistance Centers (EAC) linked to 81 local EACs. The U.S. Department of Commerce designated environmental technologies as a key industry cluster with excellent export potential for U.S. companies. To enhance the delivery of export assistance to environmental technologies manufacturers and service providers, the U.S. Commercial Service has created a team of environmental experts within its network of domestic offices. These team members work closely with Department of Commerce staff in the office of Environmental Technologies Exports, in Washington, DC, and commercial officers in U.S. embassies around the globe to provide targeted support for U.S. environmental companies.
