Background:
In 2000, total wastewater discharge in Heilongjiang Province in Northeast China reached 1.13 billion tons, an increase of 2,000 over the prior year. Industrial wastewater discharge accounts for 526 million tons, and urban wastewater accounts for 611 million tons. According to the Heilongjiang Environmental Protection Bureau, the province plans to increase wastewater treatment capacity 45 percent over the next five years. Currently only 10 percent of wastewater is treated in Heilongjiang province. Year 2001 data is unavailable at this time.
In 2000, 259 industrial wastewater treatment projects were completed, resulting in an increase of 1.4 million tons/day in treatment capacity. The existing treatment facilities in Heilongjiang are operating at approximately 94.5 percent operational capacity, among which industrial treatment facilities are operating at 83.8 percent operational capacity.
Most of the following wastewater treatment projects are characterized as investment opportunities by Chinese officials, however American equipment suppliers are eligible to bid on projects funded by World Bank Loans or may consider developing investment consortia to provide project financing in addition to equipment. Sewage and wastewater treatment projects are planned in the following cities: Harbin (3), Hegang, Jiamusi (2), Mudanjiang, Yichun, and Suihua. The total investment value of the projects is approximately $400 million.
