Expressions of Interest - Sanitation Program for Mexico
The Comisión Estatal de Servicios Públicos de Mexicali (CESPM), has received
a $20.62 million grant from the North American Development Bank (NADB)
through its Border Environment Infrastructure Fund (BEIF), which is funded
by contributions from the U.S. Environmental Protection Agency (EPA), to
apply towards the cost of the Sanitation Program for the city of Mexicali,
Baja California, Mexico.
The City of Mexicali is located in northwestern region of Baja California,
across the U.S.-Mexico border from Calexico, California. With an estimated
population of 635,000 residents, Mexicali is the third largest Mexican city
on the border. In Mexicali, 96 percent of the population has drinking water
and 90 percent receives sewage collection services, but only 67% of the
wastewater is treated in the Mexicali I treatment plant. The project
consists of the following works: lining of collectors (6,100 m.),
installation and replacement of pipelines (7,390 m.), construction of the
sanitary sewage system and pump stations, rehabilitation of four lift
stations, construction of interceptors Mexicali II Stage II, construction
and replacement of collectors and subcollectors (27,853 m.), and telemetry
equipment.
NADB intends to contract the services of a Lender's Supervisor to monitor,
on behalf of the Bank, project progress and the use of funds provided by the
bank. The consultant will be expected to visit the work sites to assess
construction progress,, review reports and documents related to the
project, participate in meetings with the project sponsor and construction
contractors, and support the Bank in supervising the Project. The Lender's
Supervisor will likely be required to visit Mexicali, Baja California,
Mexico and/or San Antonio, Texas, every one or two months according to
project progress, and is likely to require the services of one or two
professionals. The budget for this work is estimated at approximately
US$200,000 to US$250,000.
Work is scheduled to begin in February, 2001 and the project will have a
duration of approximately four years.
Firms interested in providing these Lender's Supervisor services are hereby
invited to submit expressions of interest in presenting proposals. The
selection process will be carried out in accordance with NADB Procurement
Policies and Procedures, and participation is open to firms from any
country. The contract will be between NADB and the consultant. A
short-list of qualified firms will be drawn up and formally invited to
submit proposals following this invitation. The bidding documents and terms
of reference will be issued in Spanish only.
Interested firms must have at least five years experience, with preference
in Mexico and/or the U.S./Mexican border, in supervising construction and
the control and management of resources and contracts for wastewater
infrastructure projects. In order to determine the capability and
experience of consulting firms seeking to be short-listed, the following
information must be provided:
** A company profile of organization and services.
** Details concerning experience or similar assignments undertaken in the
last five years, preferably in Mexico and/or the U.S., including a brief
description of the activities performed, contract amount, duration of the
work and staff who participated.
** Contact name and phone number for at least three of these projects, which
have been completed within the last five years.
** Curriculum Vitae of staff available to provide these services, using the
forms available on our website at: (

will be considered are those for companies that present professionals with
direct experience in the activities enumerated above and the ability to work
in Spanish. All CV's must be signed by the person described therein and by
the legal representative of the company.
** Indication of ability to work in Spanish, since the bid documents, work
product and reports will be delivered in Spanish.
Four copies of the above information must be submitted to NADB at the
address indicated below, in an envelope marked "Expression of Interest for
Mexicali Lender's Supervisor" and received by NADB no later than 5:00 P.M.,
(CST), on December 15, 2000.
