Scope Description:

The product covered by this review is granular polytetrafluoroethylene resin (PTFE), filled or unfilled, from Italy. This order also covers PTFE wet raw polymer exported from Italy to the United States (See Granular Polytetrafluoroethylene Resin From Italy; Final Determination of Circumvention of Antidumping Duty Order, 58 FR 26100 (April 30, 1993)). This order excludes PTFE dispersions in water and fine powders. This merchandise is classified under item number 3904.61.00 of the Harmonized Tariff Schedule of the United States ("HTS"). The HTS item number is provided for convenience and Customs purposes only. The written description remains dispositive.

Requestor: Industrial Plastics and Machine, Inc.; certain granular polytetrafluoroethylene resin products that are processed in Italy using raw unfilled granular polytetrafluoroethylene resin from Russia or the People's Republic of China, and in some cases also processed using glass fiber from Japan, are outside the scope of the antidumping duty order because record evidence indicates that these products do not undergo substantial transformation in Italy; July 17, 2013.

Requestor: Petitioner, E.I. DuPont de Nemours & Company; imports of Polymist[reg] feedstock produced by the respondent Solvay Solexis, Inc. and Solvay Solexis S.p.A. are not within the scope of the antidumping duty order; July 31, 2008. The Department intends to reconsider this decision if we find evidence (through the course of future administrative reviews or otherwise) that Polymist[reg] feedstock is being used to make raw polymer or granular polytetrafluoroethylene.
