CAFTA-DR Annex 3.25 (Updated)

Note: for tariff items with .aa, .bb, .cc, .dd, please refer to

Please note that only products meeting the exact description and specifications will be deemed to be commercially unavailable and eligible to be used in products qualifying for preferential benefits.

However, certain products (with the exception of product numbers 1-43) may be removed from Annex 3.25. An interested entity may request that CITA remove or restrict the quantity of a product listed in Annex 3.25 six months after the product has been added. Upon receiving a request from an interested entity, if CITA determines that the product is available in commercial quantities, or restricted quantities, in a timely manner in the CAFTA-DR countries, CITA will publish in the Federal Register a notice of its determination of removal or restriction. Accordingly, the product would be removed from the Annex 3.25 list, or its quantity restricted, six months after the publication date of CITA’s determination.

1. Velveteen fabrics classified in subheading 5801.23.
2. Corduroy fabrics classified in subheading 5801.22, containing 85 percent or more by
weight of cotton and containing more than 7.5 wales per centimeter.
3. Fabrics classified in subheading 5111.11 or 5111.19, if hand-woven, with a loom width of less than 76 centimeter, woven in the United Kingdom in accordance with the rules and regulations of the Harris Tweed Association, Ltd., and so certified by the Association.
4. Fabrics classified in subheading 5112.30, weighing not more than 340 grams per square meter, containing wool, not less than 20 percent by weight of fine animal hair and not less than 15 percent by weight of man-made staple fibers.

19. Two elastomeric fabrics used in waistbands, classified in tariff item 5903.90.bb: (1) a knitted outer-fusible material with a fold line that is knitted into the fabric. The fabric is a 45-millimeter wide base substrate, knitted in narrow width, synthetic fiber based (made of 49% polyester/43% elastomeric filament/8% nylon with a weight of 4.4 ounces, a 110/110 stretch, and a dull yarn), stretch elastomeric material with an adhesive (thermoplastic resin) coating. The 45-millimeter width is divided as follows: 34 millimeter solid, followed by a 3-millimeter seam allowing it to fold over, followed by 8 millimeter of solid; (2) a knitted inner-fusible material with an
adhesive (thermoplastic resin) coating that is applied after going through a finishing process to remove all shrinkage from the product. The fabric is a 40-millimeter synthetic fiber based, stretch elastomeric fusible consisting of 80% nylon type 6 and 20% elastomeric filament with a weight of 4.4 ounces, a 110/110 stretch, and a dull yarn.
